Technical Study Tour
In 2011, the National Elections Commission (NEC) was formally established by the Transitional Constitution of the Republic of South Sudan (as amended) (Art.197). The National Elections Act, 2012 (as amended) sets out the independence of the NEC by requiring that it be administratively and financially independent, and perform its functions with integrity, transparency, and impartiality without interference from any person or authority. The Act requires that members (herein referred to as Commissioners) and staff of the NEC perform their functions in accordance with the law, be independent, and not be influenced by Government, state, public officers, political parties, candidates, or any other person or body. As required by the 2018 Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS) and the National Elections Act, 2012 (as amended), the NEC was reconstituted into a competent and impartial body to conduct elections and the Commissioners sworn in January 2024.
17th February 2025 was the launch of a One-Week Technical Study Tour for the South Sudan National Elections Commission at the Kenya School of Government, Lower Kabete.
This initiative, led by the Kenya-South Sudan Liaison Office (KESSULO) in partnership with IEBC and the Japan International Cooperation Agency (JICA), is designed to enhance the capacity of the Sudanese Electoral Commission in electoral management, electoral frameworks, and ICT, with the overall goal of attaining transparency, inclusivity, and public trust in their electoral processes.
In attendance were the Deputy Head of Mission of the Republic of South Sudan to Kenya, Ambassador Aida Eriminio Wande; Dr Nura Mohamed, Director General of the Kenya School of Government; Professor Abednego Akok Kacuo, Chairperson of the South Sudan National Elections Commission; Marjan Marjan, CEO/Secretary of the IEBC; Maj. (Rtd) Abel Rotich, Secretary to Kenya-South Sudan Liaison Office, Fumihiko Suzuki, Representative of JICA; and the delegation from South Sudan.
It will be a peer learning exchange between IEBC and SSNEC. It will be a capacity building workshop that will be mutually beneficial to both countries as they will be learning best practices from each other.
