SRC Mandai

SRC is established under article 230 of the 2010 Kenya Constitution.                                             SRC sets and reviews the renumeration and benefits of all state officers.                         Advice the county and national governments on the renumeration and benefits of all public officers. 

Principles of Pay Determination 

Fiscal Sustainability of the entire wagebill. Not more than 35% of revenue should be spent on wagebill which is both renumeration and facilitative allowances. Pension is not hereby included. 

Recognizing productivity and performance. As we pay a public officer, are they delivering? 

Ensuring public service attracts the requisite skills

Transparency and fairness. The public have a right to know how much a public officer is paid. Also a government employee should earn the same renumeration they would get in the private sector. 

Milestones Achieved by SRC Over The Past Six Years. 

Fiscal Sustainability of the entire wagebill. Wagebill increases with increasing population of the country. 

SRC has seen a drop in the total public wagebill to total ordinary revenue ratio from 51.54% to 46.64%. 

As wagebill increases there is less money for developments. How do we balance the ratio? It is balanced through harmonization of pay in the public service. A Government institution should not pay so much above what another Government institution can afford. 

High retention rate in public service due to the sense of job security, increasing unemployment rates as well as the renumeration. 

One job valuation system as opposed to the previous three that were outsourced to three different organizations. 

118 court cases with concluded 58 cases. The judiciary has interpreted SRC's mandate and authority.
