Statement by Government Spokesperson Hon (Dr) Isaac Mwaura at KICC on Wednesday 25th September.

The BETA (Bottoms up economic transformation agenda)  promotes universal health coverage for all Kenyans without looking at their financial status. This is part of promoting sustainable health financing without discrimination. It also promotes effective supply of health records, leading to common mwananchi receiving better service delivery. 

The Government established SHA (Social Health Authority) to replace NHIF. SHA is more sustainable and covers a wider range of medical services. It enables all citizens to access quality healthcare more effectively than before. This is because there is enhanced Government financing. 

SHA comes with legal frameworks e.g primary healthcare act and social insurance act which were not in existence during NHIF. There is no more discrimination against those in the informal employment sector. Through community health promoters, SHA is building a system for early diagnosis and treatment, reducing disease burdens. 

SHA covers chronic and critical illnesses which were not covered under NHIF. There is an enhanced Linda Mama package to support maternal and child healthcare. This will address infant and maternal mortality rates by covering ante natal and post natal services, unlike NHIF which provided antenatal and delivery services only. 

Foreign Trips. President Ruto has prioritized strong foreign relations to boost Kenya's international standing beginning with neighbouring countries then extending outwards internationally. Recently in Germany, a labour mobility partnership agreement was signed between Kenya and Germany on September 13th 2024. It includes labor mobility, vocational training, student exchange and employment opportunities in Germany. Kenya - China bilateral meeting. This agreement opens the door to funding for major infrastructure, climate change initiatives and technological advancement. It includes expansion of SGR, equipping TVET colleges, development of LAPSSET corridor, rural road constructions and galana-kulalu irrigation project. 

Aqua culture. The Government has established 100 small holder aqua culture groups. From these groups, 1,200 small holder aqua culture farmers do pond rehabilitation and deal with construction materials. They boost their earnings while improving national food security. There are youth, women and community based groups using the above funds to acquire fishing boats. They also receive training in deep-sea fishing. 150 beach management units have formed 84 cooperatives in Lake Victoria region and 61 cooperatives in Coast region. This has led to increased opportunities for small and medium sized enterprises.
